If you are located close to the state border there may be issues with geolocation. It also depends on the data type that is utilized for geolocation. For example, cellular data is the least accurate data source, that is why a cellular data user may fail to be geolocated being located close to the border.
Wi-Fi data is more accurate compared to cellular but not the best data source. Due to the proximity to the border, it is better to always have GPS/Location Services on for successful geolocation because GPS data is the most accurate among all other data sources.
So, in such-like cases, GPS needs to be used as a primary source for geolocation. However, this could be a bit of a challenge indoors, as accurate GPS geolocation requires a direct line of sight with satellites. For example, one may try playing outside with the location services enabled.
It is also possible to play indoors with the Wi-Fi + ‘Location Services’ on but it is important to have multiple Wi-Fi networks visible on the WI-FI connection list as long as it enhances the geolocation accuracy.
Besides, it is possible to move a bit deeper to the state, despite the fact that this might be a bit challenging, the geolocation checks will be successful further from the border. Also, if you have access to an Android device, it is better to use it as long as Android has a ‘Precise Location’/‘Google Location Accuracy’ option that may positively influence a geolocation result.
On the whole, in such-like cases, it is better to play from a mobile device to ensure successful geolocation because a PC does not have a GPS/Location feature.
